In order to attract more employees to public authorities, the state of Berlin wants to make it easier for them to join the civil service and to be promoted more quickly.
This should help to keep the administration efficient, as Finance Senator Stefan Evers (CDU) said after a Senate meeting.
According to him, the state of Berlin employs 56,000 civil servants and "mid-70,000" employees covered by collective agreements. However, many positions in public administration are already difficult to fill. A reform of the civil service and service law should make the jobs more attractive.
Specifically, for example, it is about civil servants' promotions being "linked to good performance and not to the criterion of a rigidly defined length of service". People with professional experience could be given the opportunity to no longer start at the "entry level". Promotions should already be possible for probationary civil servants and much more. The draft will first go to the Council of Mayors. The Senate will then deal with it again, said Evers.
